A page is not flaggable for non-SysOps if edit&move protection is "SysOps only". No sighter's box (#mw-reviewform) is shown below the page then (not even for diff/oldid views). This is deliberate. You shouldn't be able modify pages you cannot edit.
Hmm, is marking really equal modifying? From my point of view a sighter has the right to sight every page, regardless whether it's protected from further editing or not. A sighter checks for vandalism and spam only (doesn't matter whether page is protected); and a reviewer checks for quality of a maybe due to some reason totally blocked article.
By reviewing/unapproving revs, the version seen by most users can be changed, which is very similar to editing. Also, protection gives a way to prevent "sight wars" just like "edit wars".
All right; but then, how could me make this behaviour a bit clearer to sighters that are wondering where the sighter's box is gone? I, for example, first thought it would be a bug or cache issue, until I saw that all those pages have their protection level in common.
