When a blacklist rule with the 'noedit' option is matched by a page, the user sees "edit" at the top of the page. They are only informed that they may not edit the page if they try to do so. The user should see "view source" as they would for a normally protected page.
This is an intended behavior. WONTFIX because we do not want a title be ran against whole title blacklist on each page view.
