The toolbar still contains characters with cedilla (U+015E, U+015F, U+0162, U+0163), but the Romanian Wikipedia has reached a consensus to use characters with comma below (U+0218, U+0219, U+021A and U+021B) instead (cf. bug 22616). The S with cedilla is still needed for Turkish etc. The T with cedilla can go away because it is not used in any language.

It's in Unicode, so presumably it's not totally useless. Let's keep it in.
