The reason says that the formatting of title falls under "blacklisted entry", which <quote>Disallows five consecutive characters that are not letters (in any script), numbers, or spaces</quote>. Therefore, a title containing 5 or more devanagari numerals are not created. Similar, 4 or more devanagari numerals clubbed with other common characters like (, ), comma etc are not created. A common usage is appending year at the end of title under brackets. Blacklist rules are defined locally on a wiki, see http://hi.wikipedia.org/wiki/%E0%A4%AE%E0%A5%80%E0%A4%A1%E0%A4%BF%E0%A4%AF%E0%A4%BE%E0%A4%B5%E0%A4%BF%E0%A4%95%E0%A4%BF:Titleblacklist so you should ask the user who added the blacklist rule (User:Mayur) why he did so and ask to change/remove it. It seems to have been there since 2010 though.
