Yes, I think it could be.
So this bug report is about a specific template. Comparing http://or.wikipedia.org/wiki/ଛାଞ୍ଚ:Separator and http://en.wikipedia.org/wiki/Template:Separator I'd first recommend to do an exact copy, which means removing the differences with regard to documentation inclusion. In general, this currently does not look like a bug in the MediaWiki software or server configuration, but something to fix on-wiki, which would make it out of scope for Bugzilla.
Note output like <foo> generally means there is no page named mediawiki:foo. (In templates this happens when using int: magic word) I don't think template:separator is at fault here. The code in comment 0 is not calling that template (at least not directly. Note that the example gives 3 { not 2) Ansuman: what is the exact code being used. In particular what template is being called. Without this info its almost impossible to tell you what the issue is. Linking to an example could also be helpful.
