Created attachment 12283 [details] Observed behavior in 1024*768 on crossbrowsertesting.com Bugzilla is unusable on Windows XP with IE8. Found this when I was going to look into bug 45958.
Tested some more. Also broken in Vista/IE8. Works in Windows 7/IE8.
I don't get the same results. Testing with https://bugzilla.wikimedia.org on http://browserstack.com/ , all with 800x600px: Windows XP, IE6: looks utterly wrong, and I won't fix it Windows XP, IE7: looks wrong, like on your screenshot Windows XP, IE8: looks correct Windows 7, IE8: looks correct Windows 7, IE10: looks correct At home (I'm travelling right now) I've got one physical Windows XP SP3 machine with IE8 and I'm extremely sure that bugzilla.wikimedia.org is shown correctly on that one.

Gives me a confused feeling, as I'm pretty certain that I observed it, and in the reported configuration, and was displayed as soon as I connected to the crossbrowsertesting.com VMs. Given the comment 2 test results, and Amir's observations, I almost suspect that crossbrowsertesting.com's VMs are running IE8 in IE7 mode or something. This would be pretty annoying, as it could misrepresent issues. I cannot spend more time on this right now unfortunately. Andre, let me know if you need crossbrowsertesting.com access. We have a Wikimedia Foundation account.
Back home, having access to more machines: Running IE 8.0.6001.18702 on Microsoft Windows XP SP3 (no virtual machine) I cannot reproduce. After enabling "Tools > Compatibility mode" I CAN reproduce the problem.
