On any page on https://test2.wikipedia.org * click the down-arrow icon * see "Purge" available * click the down-arrow icon again nothing happens. 'Purge' option should roll up, and/or a functioning up-arrow icon should make it possible to dismiss the 'Purge' link. The inability to dismiss the 'Purge' action may make inadvertent page deletes more likely. related Bug 53728 suggests that this behavior is new as of Aug 30.
Can't reproduce. For accessibility reasons, the menu doesn't only toggle open/close on hover, but also on click. When clicking it, it enters a forced open mode (regardless of hover) and when clicking it again, it is no longer forced open (but still opens/closes based on hover, naturally). Presumably you did this with the mouse (as opposed to with tab index and triggering it that way, which is what it is built for, regular users wouldn't normally click it)... and when doing it with the mouse, when you click to close it, you're still hovering it. - Try: Hover away after clicking to close it. It is now closed. - Try: Use tab to focus it, and press Enter to toggle it. Pressing Enter again closes it as expected.
Confirming behavior explained in comment 1 by Krinkle: In Firefox 23 and Chrome 29, the menu already expands when hovering over with the mouse. Clicking the down arrow once keeps the menu expanded when moving the mouse away, clicking it for a second time does not collapse it immediately but does collapse it after moving the mouse away.

I can recreate the issue where the actions menu does not close reliably only on Firefox 23 on Ubuntu. FF 22 and 23 on Mac behave correctly, so does Chrome and IE7. Screen shot attached fwiw. Re open if necessary.
