https://en.wikipedia.org/wiki/Special:WhatLinksHere/ only contains pages that are explictly linked from the original page. Having a section below the current linked pages for the first X results and link to all results for a full text search of the original article title could provide additional resources for users wanting to see how pages are interrelated without overlinking the source page.
So in practice you're proposing to include Special:Search into Special:WhatLinksHere? This definitely doesn't fit the name "WhatLinksHere", do you also have proposals for a new name that could be understandable?
The first half of the page would include explicit links e.g. pages that actually link there, the second half would include page that were implicitly related. since we don't "wikify everything" I'm sure there are pages that relate to the page that aren't linked, this could both help people explore related content as well as find other pages that should be interlinked. I can work on a design when i get some time. Do we have other instances of including pre filtered subsets of search on other pages like this?
