Hi. We want to change the link to Special:Upload from the toolbox on the Assamese Wikipedia and replace it with this link http://as.wikipedia.org/wiki/Wikipedia:Upload. Are you sure there's consensus for the change?
I'm not sure this change is possible without modifications to MW core.
It is possible. It's just changing $wgUploadNavigationUrl in InitialiseSettings.php We only need to clear out the right url and that there is consensus to do that.
