On test2wiki every article is subject to Pending Changes, the software that creates the "Unchecked" button with the link to FlaggedRevs docs. 

The Page Curation Toolbar will not load on any page under Pending Changes. 

Severity is "major" because this conflict makes it impossible to exercise PageTriage in any meaningful way on test2wiki, where every article page is under Pending Changes.

The greater issue is that we have PC on enwiki.

I meant that we have PC on a wiki where other-PC is also used, and this means this blocker is actually live on production.

The keyword is unrelated whether to its's "related to browsers" (whatever that means), see its description first before removing it.
