Once election has begun, no changes to the voting interface should be permitted in order to prevent any intentional or inadvertent changes to the results linked to particular queries/candidates.  

Changes to the translation page are not logged, and there is not always an election administrator monitoring the pages for any changes.

For my better understanding: Has such locking taken place in previous years (and is this a settings request), or is this something you'd like to see in the future (potential code change request and new feature)?

This would be a new feature with code change for future uses of SecurePoll.  At this point, I do not think it would be appropriate to mess around any further with the currently running SecurePoll on English Wikipedia.
