At the moment is the caption of the TOC in user interface language.

I think the caption of the TOC is part of the content and should be in the same language as the rest of the toc and the rest of the page content.

The toc hiding button should be furthermore in user interface language because is is part of the user interface.

WONTFIX, per comments on the bug. Page content and UI elements are mixed in our skins, unfortunately.
