In our wikimetrics setup we manage the start/stop of celery via upstart in puppet but in many instances worker processes are left hanging. 

According to this issue: https://github.com/celery/django-celery/issues/142

However Dan reports that Celery 3.1.9 doesn't completely address this issue.
