Steps to reproduced:

1.Open a page with VE
2.Insert an image and go to the advanced Settings to make some changes
3.Apply the changes 
4.Now insert another image and open the media settings for it

Observed Result:
Instead of starting from General Settings as default tab, it opens up the Advanced settings, moreover if you edited say the image size section of the last image, the scroll bar position for the newly added image is also at the same exact position.

Test Environment:Betalabs, test2 and production

This sounds like a problem with BookletLayout. Trevor?

Seems to have been fixed at some point.
