I visited Flow board with Firebug open, scrolled down to load more topics, and closed a topic. Then I reloaded the board (because closed topics don't go white right away) and scrolled back down. Then I fiddled about in other Firefox browser tabs.
I noticed that minutes later the Flow board tab still has loading animation.

In the browser console, I saw the completed request to paginated in more topics:

  https://www.mediawiki.org/w/api.php?action=flow&format=json&page=Talk%3AFlow_QA&submodule=view-topiclist&vtloffset-dir=fwd&vtllimit=10&vtloffset-id=rqsez31hp3mbs4c1&_=1409341665373

followed by a log message:

  [FLOW] apiRequest already in progress [Object { type="click",   timeStamp=1409341666493, jQuery111104407440013219788=true, more...}]
  load.p... > eval (line 172)

The Net tab doesn't show any incomplete requests.

I'm not sure what's going on, maybe Flow isn't aborting an API request in progress?
Or it could be a Firebug glitch.
