Several users report that they have problems flagging templates that include unflagged pictures, even those from commons. The template from the link is one such example. When you try to flag that, you get an internal error.

Actually, all include errors on templates could probably just be ignored anyway.

This is still happening on english wikinews [thus i am reopening]. Specifically when you include http://en.wikinews.org/wiki/Template:Aviation/old on a page in main namespace, it won't sight. However if a page in main namespace includes a template that includes [[n:Aviation/old]], the main namespace page will sight fine, it is only direct transclusions to main namespaces that cause this error. direct transclusions of this page to another template page is also fine.

Lifted inclusion requirements in r61481 to get around this.
