On dewiki patrol and autopatrol rights were removed from most groups. Now on watchlist the red exclamation mark is shown on nearly every new page. e.g. if an editor is creating a subpage on is user namespace and so on. So the solution would be to disable this patrol feature because even patrol buttons are hidden on dewiki or readd patrol/autopatrol to some usergroups.
Please provide a link showing community consensus for this request and reopen it when you've done so.
It was only a developer decission to remove patrol rights [[rev:67967]] and adding patrolmarks [[rev:68055]]. But both chances together are causing the problems now and should by fixed. Red exclamations marks are senseless if they are always shown but not removable.
wgUseNPPatrol is on, so all new pages can be patrolled. Who can currently patrol them, just admins? Is the request to give it to Sighters? The core software no longer does that, but it can be put in WMF config.

The best way would be one where exclamation marks would be shown only for unflagged pages, thus never in user namespace (the exclamation marks showing up for the user name space is usability wise indeed a bug). If this is not possible, then consensus on what to do should be sought on http://de.wikipedia.org/wiki/Wikipedia:Gesichtete_Versionen.
