The RSS feed on ShoutWiki has not been working from when it resumed editing. The staff seem to not know what the error is.
Please can you indicate the version of your PHP, MediaWiki and RSS Extension ?

I suggest you try the version in trunk https://www.mediawiki.org/wiki/Extension:RSS . Please carefully check the proxy settings of your server: can a curl or wget command fetch the RSS feed url ? Try this example https://www.mediawiki.org/wiki/Extension:RSS#Example
I upgraded the RSS extension to (then-)latest trunk version (r109037) a few days ago; now <rss>http://blog.wikimedia.org/feed/</rss> seems to be producing output. :-) Suggesting RESOLVED FIXED, unless there are further problems with feeds.
On Fish Hooks Wiki, previewed the link of RSS, still did not work.

Just previewed it again...works now.
In my last comment, I said it worked...well it didn't. I've tried to do it, but it keeps coming up "Failed to load RSS feed from.... Error parsing XML for RSS".
