Actually, I've changed my mind...I don't think we should move USERINFO to git at all. We can store names & e-mails in LDAP (and we already do), so why not just use that? Couldn't we add extra properties like "languages" and such? Then this sort of thing would be queryable, and usable in more than one place.
We store the user's language in LDAP. If they set their language in MediaWiki, it should update their language in LDAP automatically.

We discussed before about adding some kind of frontend to LDAP so people can manage their info. Maybe we could repurpose this bug into that :)
What is the cost of migrating that to git ? It seems to be very easy to handle.
closing that, as Chad said, we should use LDAP.
Moved to Git. We can always delete it later if we want after upgrading to 2.5
